SECTION DESCRIPTIONS
PLEASE NOTE: Sub-sections have been identified for possible future
policy development and, therefore, not all subsections contain material
at this time.
INSTRUCTIONS [100
Series]:
This section
contains instructions for using this on-line manual along with the answers
to some common problems.
INTRODUCTION[200 Series]:
This section
defines the nature of the topics included in the main sections. Also included
is the policy consultation process, and implementation procedures to be
followed by administrators.
GENERAL ADMINISTRATION[300 Series]:
This section
may contain policies, procedures, or administrative practice with regard
to the management of the school districts and schools, including such
areas as administrative organization, system wide reforms, special programs,
and policy implementation. Personnel policies relating to the superintendent,
senior management team, supervisors and school principals may also appear
in this section.
CURRICULUM AND INSTRUCTION[400 Series]:
This section
may contain policies, procedures, or administrative practice on the instructional
program including such topics as academic achievement, extended instructional
programs, instructional resources and materials, and student services.
DEPARTMENT OF EDUCATION POLICIES/GUIDELINES[500 Series]:
This section
contains certain policy statements or guidelines issued by the Department
of Education, particularly those that have been issued since the dissolution
of school boards in 1996.
FISCAL MANAGEMENT[600
Series]:
This section
may contain policies, procedures, or administrative practice on school
finances and the management of funds including fundraising, local purchase
orders, textbook requisitioning.
GOVERNANCE AND OPERATIONS[700 Series]:
This section
may contain policies on the District Education Councils, including how
its members are elected, how they are organized, how meetings are conducted,
and how they operate. Bylaws and policies that establish the internal
operating procedures of the District Education Council may be incorporated
in this section as well.
PERSONNEL[800 Series]:
This section
may contain policies, procedures, or administrative practice relating
to instructional and non-instructional staff with the exception of the
superintendent, senior management team, supervisors and school principals
that may appear in the Main Section: General Administration. This section
may include such topics as staff communications, employee assistance/wellness
programs, general personnel policies, hiring/selection procedures, staff
conduct, volunteers, etc.
SCHOOL-HOME-COMMUNITY RELATIONS[900 Series]:
This section
may contain policies, procedures, or administrative practice on parent
involvement efforts in the school system, public information and communication,
community use of school facilities, advertising and solicitations in schools,
etc.
SUPPORT SERVICES - NON INSTRUCTIONAL[1000 Series]:
This section
may contain policies, procedures, or administrative practice dealing with
non-instructional services and programs in the areas of facilities, food
services, emergencies, environmental issues, transportation, information
systems, etc.
STUDENTS[1100 Series]:
This section
may contain policies, procedures, or administrative practice dealing with
student admissions, attendance, rights and responsibilities, conduct and
discipline, student activities, etc.
The
National School Boards Association (NSBA) policy classification system
has been adapted for use in the School Districts 8 Policies, Procedures
and Related Forms Manual.

POLICY CONSULTATION PROCESS
- CURRENT POLICIES:
The Management Team for School District 8 will review policies
on a continuing basis. As part of this process, the Superintendent may
request advice from staff, students, and the community on the effect
of policies that have been adopted [Ref. Policy Impact Statement]. One
month's notice will be given to school and District Office administrators
in the event of significant proposed revisions to current policy, unless
in the opinion of the Superintendent unusual circumstances require otherwise.
- NEW POLICIES:
One month's notice will be given to school and District Office administrators
prior to implementation of new policy, during which time administrators
may provide feedback to the proposed policy.
- INTERPRETATION
OF POLICIES:
An administrator who is doubtful regarding the interpretation of any
policy or procedure should seek advice and direction by contacting the
Superintendent, Director of Education, or Director of Finance and Administration,
as appropriate.
- DISTRIBUTION
OF POLICIES:
The Policies, Procedures, and Related Forms Manual shall be distributed
widely to: school administrators
- COMMUNICATION:
The school
principal has a responsibility to inform staff about existing policy,
new policy, and policy revisions and the implications thereof.
All employees have
an obligation to make themselves aware of policies and procedures that
affect their work assignment as well as their personal well being and
the well being of students in their charge.
